Announcements
All chapter Treasurers are to clear Membership Services with the State Treasurer and State Secretary today. All quarterly reports go to Cat Mohan. Monies owed and bank statement copies go to Darlene Kimsey.
State Secretary’s Report: Cat Mohan
A motion was made by Larry Blankenship to forego reading of the January Executive Meeting minutes as they are out on the CBA state website [NOTE: this was questioned during the meeting but later confirmed by looking at the website online] and the yahoo Statenchapter website. 2nd’ed and passed. Cat said that any member can contact her asking for the minutes to be sent to them via email or regular mail.
State Treasurer’s Report: Darlene Kimsey
Treasurer’s packets were passed out the previous day (notes from yesterday’s meeting is attached to the end of these minutes) to include checklist, copy of treasurer’s report, money transfer form, quarterly report form, and fundraiser ideas. Darlene asked membership how they would like to see the reports from QuickBooks - consolidated or by chapter; the majority voted for the consolidated report. Darlene can email reports to you upon request and they are usually available to view at the state meetings. A motion was made to accept the Treasurer’s report; 2nd and passed.
Committee Reports
- Legislative Committee: Doc Ski
- We have bill sponsors for the helmet & discrimination bill.
- Helmet defense team – Bill Starnes is still looking for members from each chapter to work on this team.
- Motorcycle only checkpoints: Charlie Boone – there is info on the Statenchapter yahoo group concerning this issue. We haven’t heard of any incidents of these checkpoints since the warmer weather last year but anticipate some coming up with the warmer riding weather approaching.
- Lobby Day is 19-May in downtown Raleigh. Headquarters will be at the Raleigh Sheraton; call 919 834 9900 if you need to get a room.
- Legislative Agenda – we are seeking support for the Drivers Ed program in NC. Please talk to your legislators about this and encourage them to continue this program as this is essential for our MSAP program to continue.
- DOT signs – the committee would like to see some kind of motorcycle awareness message on these signs when not conveying traffic information or alerts. A motion was made to support this effort; the majority voted ‘aye’.
- Reminder of BikePac – this fund helps members financially with attending motorcycle rights conferences/meetings. Please either contribute to this fund or you can request assistance from this fund. Contact is Deb Knox.
- Cindy Hodges reminded membership that you can sign up online for legislative town hall meetings.
MRF: Cindy Hodges
- Senator Trent Lautenburg out of NJ is proposing a federal helmet law as part of the ISTEA endorsement.
- Bikers in the Beltway will be in May; MRF still working on logistics.
- MRF Young Activist Award – still trying to recruit younger people. If there is a member in your chapter 18-30 years old, please encourage them to apply for this award.
- Beast of the East was last week in Greenville, SC; there were around 80 people in attendance from all over the US which was a small crowd but the conference was effective. Larry Blankenship asked Randy to write a letter to ABATE of SC thanking them for a great job with hosting the Beast of the East.
- MRF membership; please consider renewing if you are expired.
NCOM: Randy Norris
The NCOM conference is 6-9 May in Orlando; Randy and Doc Ski will be attending; NCOM pays the bill for them to attend.
- NC Confederation of Clubs: Doc Ski
The CoC has made the decision to adopt the US Defenders program. We need 2 Defenders representatives from NC to go to the COC meetings. Upon discussion, Randy explained the US Defenders program. Also, it was noted that members can check out their website at Usdefender.org. Randy explained that he and Doc could be Defender representatives at the NCOM and COC meetings which they attend anyway but they wanted to see if anyone else is interested and/or the support of membership. Dale Carroll made a motion that Randy and Doc represent CBA in the US Defenders program; 2nd’ed and passed.

- Newsletter
- We had to start all over with bulk mailing so that’s why the newsletter has not been sent out yet.
- A worm in computer also slowed things down for a while.
- We need ads; ad prices are in the newsletter and will be on the website soon. There’s been some discussion on restructuring the ad prices – this is tabled until the next committee meeting.
- We need article submissions from districts and chapters.
- Information from chapters is due the 3rd Sunday after the state meeting.
- Larry Blankenship suggested sending the newsletter to the advertisers.
- Will be printing 2000 newsletters; some members have indicated they would read it online. Please ask your chapters how they would like to receive their newsletters and let Terri know. Get this information to Terri after your next chapter meeting.
- State Website
- Updating the website is still ongoing. Some out-of-date pages are being deleted, some new pages are being created.
- PR - When you make up your literature such as flyers for a run, we ask that you put the state website link on it: www.cba-abatenc.org
- Membership: Iris Hindle
- New member packets; we will be adding more info regarding our legislative goals, in addition to mailing the small CBA patch, key chain, and cover letter. To decrease mail expense, a coupon will be sent to new members to purchase the CBA pin at a State meeting.
- New fax number as of 1-May: 919 528 9164; email is irhindle@aol.com. In case you need to talk to Iris regarding membership questions/concerns, her mobile number is 919 630 1499.
- Membership incentive program –Mark Watson of Lincoln is doing well so far with new membership sign-ups so please be sure to write down your name on applications to get credit for new members.
- Membership numbers: 1,279 members, 59 new members. 2 chapters did great in membership renewal numbers last quarter – Cabarrus-Rowan at 62%, Gaston at 50%.
- Iris is at the point where membership requests will be turned over within 7 days.
- Safety, Education and Awareness: Charli Chandler
- New awareness signs are in; please pick up from Charli or get her to ship them to you. Price is $5 each from Charli; onward, you can sell them for whatever you want from your chapter.
- The new DVDs for the MSAP program are in. Let Charli know if you need the new presentation. These DVDs were created in order to promote consistency in program content/presentation.
- It is greatly appreciated that the Raleigh chapter donated a laptop to Charli to use for her role as SEA Director.
- Let Charli know if you want a workshop in order to train instructors for the MSAP program.
- Cabarrus-Rowan, Gaston, and Charlotte chapters have legislators supporting the request to use the amber alert signs to show the motorcycle awareness message.
- Looking for nominations for the MSAP LeeAnne Redwine award. Paperwork is on the state website. The October state meeting date is the deadline for nominations.
- Constitution: Charlie Boone
Not much happening with the Constitution this past quarter. A member did make a request for revision on the absentee voting process but membership turned it down in committee.

Other Business
Products (to be added to future Executive Council agendas): Nicole Smith
There was $621 profit from the last state meeting. Nicole will try to have new products at each state meeting. Mike Mohan asked that Products be added to the Treasurer’s report.
NC State Fair (October) – Jean Dasnoit and Charlie Boone talked to the Fair people about procuring a booth. Cost for one day would be $1K to set up a booth. Some logistics: typically, at least 60,000 people per day come through the gates during the week of the Fair, best days being a weekend day or Wednesday; vendors are provided a tent in a 10x10 space; location would be near the back gate; hours would be 10am-midnight; we could not sell anything at booth but can pass out membership applications; and a banner will be kept up the entire time of the fair. Please take this information back to your chapters to discuss if this is worthwhile to get the word out about CBA.
Tax Status Change Concerns – since the cost for the state is going to be expensive, a 70/30 split was suggested for membership dues; please take this proposal back to your chapters to discuss.

Due to the problems with not enough rooms available for this State meeting, we will be blocking 30 rooms for future state meetings.

BOD meetings – Randy Norris
Randy reminded membership that any members are welcome to come to the BOD meetings. We had a chapter president at the last one and BOD welcomed his input on decisions made.
Thoughts and Prayers:
- Please keep your thoughts and prayers for Matt Shamblin regarding his mother’s illness;
- Rick Nail fell last week and broke his femur;
- Dwayne Jenkins thanked everyone for their support in the ride for the member who lost her daughter in the car fire.
- Lunchbreak. BOD asked members about future lunch break timings for the future committee meetings days. The majority agreed for us to keep going out vs. having food served in the conference room or eating in the hotel; they also voted to keep lunch break at 1.5 hours.
DISTRICT COORDINATOR REPORTS
Eastern District: Charlie Boone for Matt Shamblin
- Jim Barker of Carteret-Craven has passed away; Jim was a very active member, especially in the MSAP program; and he attended many a State meeting.
- The Eastern District Swap Meet will be 30Apr-2May.
- Upcoming chapter events were reported.
Central District: Robert Causey
- Central District Spoker Run was a success; thanks to Chatham for hosting. Robert won the $500 prize money and donated half of it back to the CBA. A plaque was awarded to Roger Boger for most supportive chapter (South Piedmont). Next year’s run will be 9-Apr-11 with South Piedmont hosting.
- Two Central District members attended the Beast of the East – Raz Zipf and Darlene Kimsey.

CBA Board of Directors Oath of Office – Cliff Cyphers asked the elected 2010-2011 BOD officers to stand, raise their right hand, and take the following oath: I do solemnly swear that I will faithfully, impartially and conscientiously perform all the duties of the office of an elected State Officer of the CBA/ABATE of NC to the best of my ability, and that I will support the CBA by bearing allegiance to the same, so help me God.

Chapters were reminded that all chapter Treasurers need to clear Membership Services with the State Treasurer and State Secretary; all quarterly reports go to Cat Mohan and monies/bank statement copies go to Darlene Kimsey.
State Secretary’s Report: Cat Mohan – minutes from the October 2009 Executive Council meeting were posted on the Statenchapter yahoo group. A motion was made to accept minutes as shown on the site; 2nded and passed. Cat was asked to ensure that the minutes are placed on the state CBA website.
State Treasurer’s Report: Darlene Kimsey
Darlene passed out the Year End 2009 accounting update to membership; this included the General Account and Events account information. She also gave an accounting update on the Awards Banquet from November. Motion was made by Charli Chandler to accept the treasurer’s report; 2nd’ed and passed.
Some guidelines on spending: If you have spent cash, receipts need to be obtained and saved along with the reason for the expense on your treasurer’s reports. When writing checks, be sure that the reason for the expense is written (legibly) on the memo line.
Miscellaneous:
- Darlene spoke about the North Carolina Vote in Honor of a Veteran Program which “provides North Carolina citizens an opportunity to pay tribute to those that have served this country and protected our freedom. You can honor a Veteran this upcoming General Elections by requesting a button and/or sharing a story that may be posted on the North Carolina State Board of Elections website.” For more information online, go here: http://www.sboe.state.nc.us/content.aspx?id=90
- Darlene proposed that we have ‘gold party’ representatives at the April state meeting (Saturday and Sunday). We will automatically get $100/day for hosting plus 10% of sales; after discussion, membership agreed. So, members are asked to bring any gold jewelry they would like to sell to the next state meeting in order to get cash and help the state treasury.
- Upcoming state meeting location: As we have been outgrowing the Randolph lodge and it is increasingly difficult to hold separate district meetings, Darlene has been looking at another place to meet that would be NC-centrally located. Some members have said they would like to meet at the same place as where they would spend the night. Darlene has been talking to the Wyndham Hotel in Greensboro and has worked the rooms down to `$75/night. Conference rooms, to include breakout rooms, may be around $250 or cheaper. There is a restaurant on the premises and they will work with us on meals. A motion was made by Denny Harless to move the state meetings to the Wyndham; we had a roll call vote: motion passed 59-42. On the food, membership discussed whether CBA would provide any of the meals – i.e., pay for the members’ meals. Dwayne Jenkins made the motion that members be on their own for their meals. Discussion; there would be no work involved; also a full breakfast is provided for people who stay at the hotel; we would entertain having a longer lunch break; motion was 2nd’ed and passed.
NEW BUSINESS
Tax Status
Randy, Darlene & Attorney Kyger are working on the incorporation of an updated chapter treasurer’s report; they are currently looking at a line item form. They hope to have a few options to present to membership in April on the committee meeting day. If chapters have a question on the monetary status/issues or a question pertaining to the tax status, please email Darlene/Randy. Darlene will post the question/answer on the state & yahoo websites. Randy reminded chapters to be sure that chapter bookkeeping is 100% accurate.
COMMITTEE REPORTS
- Legislative Committee: Doc Ski – please see committee meeting minutes, these are merely a few highlights:
- Need sponsor for Equal Access bill
- Noise abatement – No update as issue prime for this was absent;
- MC Only checkpoints (Charlie Boone) – with summer coming, we are expecting more checkpoints. We have located some people who have been through the checkpoints and will be sending those people a communication which he read. Bill Starnes talked about his correspondence with Senator David Weinstein. If anyone would like a copy of the letter, Bill will send to you. Please contact your representatives about this issue. Also, we are asking local government to use the PSA road signs to reflect the Motorcycle Safety Month message in May.
- Helmet bill – will resubmit bill in 2011 (same wording as last submission).
- Helmet Citation Defense Fund – we are considering shutting this down as chapters are not participating.
- Lobby trip to Washington DC – might be mid-June; stay tuned.
- NC BikePac – requesting chapters to raise funds/contributions for this fund that helps legislatively-minded people to visit legislators or their events (fundraisers/dinners/etc).
- Legislative agenda for 2010 – increase membership voting, ROW, repeal helmet law, discrimination, enforcement of a uniform motorcycle pursuit policy, motorcycle-friendly road barriers.
- MRF: Cindy Hodges (please note that this update was provided directly from Cindy as I had missed her report – thank you, Cindy!)
- I reported that "at this time" Congress is not moving much of anything along; that there was a lot of talk about the health care bill but it still seemed to be a time of drawing lines in the sand.
- The Motorcycle Riders Foundation (MRF) is poised to work to re-new the 2010 grant funding and Motorcycle Advisory Council (MAC) portions of the transportation (TEA) bill. The MRF is still going after fixing the "wrongs" in the HIPPA act, still have Right to Repair up on the priority list (though Congress still does not seem to), still are monitoring emissions activity and what is happening in local areas as well as at the federal level related to that; we are keeping an eye on what is being discussed in regards to the gas tax and the End of Useful LIfe Initiatives (Cash for Clunkers).
- We are monitoring discussions on lobbying limitations. The MRF is encouraging all SMROs to go ahead and plan their DC Lobbying trips, and we ask again for everyone's patience as we once more wade through the red-tape quagmire that is involved in planning Bikers in the Beltway.
- Beast of the East, the MRF's regional conference, is being hosted by our brothers and sisters of ABATE of South Carolina and this would be a wonderful opportunity for our membership to make some contacts and get information from outside our own organization for a lot less money than traveling to Meeting of The Minds. It will be held in Greenville, South Carolina, April 9 - 11 at the Crowne Plaza Hotel.
- NCOM: Randy Norris
- The next NCOM Convention is in Florida at the Orlando Marriott Airport. 6-9 May 2010. Randy and Doc plan to attend.
- NC Confederation of Clubs: Doc Ski
- Doc spoke of the Defenders Program – this originated from clubs in Texas that wanted to help with motorcyclist rights so they formed this group; the CoC is looking at getting on board with this program. For more info, visit USdefenders.org.
- PR/Newsletter/Web Page Committee: Terri Hairston
- We are looking at expanding our communication/awareness of our organization. Terri encouraged members to contact all TV/radio stations locally to see if they will talk to her in order to get information out on what’s going on in their area regarding motorcyclists’ rights.
- The state webpage (events/legislative/constitution) is being updated/upgraded; more user friendly; need to get more information from chapters to post.
- The first 2010 newsletter will be out in mid-March; deadline for input is 8-February. The format is being revamped and Terri is negotiating prices to save on expenses. We still want chapter updates and committee meeting minutes. Newsletter will be created and sent out 4 times a year for now; trying to increase ads and sponsorship.
- Working on a CBA information handout.
- Membership Committee: Iris Hindle
- Will be sending out renewals via email to save postage $$; if member has no email, then the reminder will be sent to the chapter secretary; last resort is via snail mail to the member. Renewals should be given to the chapter officers (secretary/treasurer to handle).
- A new membership recruitment incentive will be put on the state website and sent to the chapter secretaries. Overall cost of this program will be covered by the new membership fees gained from the incentive.

I. Yard Signs: They are in; they are going to be $5.00 per sign.
II. Chapter MSAP 1st Quarter Totals: South Piedmont will be put on the report. Passed out the reports.
III. Columbus & Alamance Chapter MSAP Instructor Workshops
A. Alamance Chapter T-shirts & Patches.
IV. New DVD: People like it better than the old one. It is more up to date. The instructor does need to be able to stop the frames. It is three minutes shorter. Instead of people talking about motorcycles in a driveway, there are a lot more of motorcycle riding.
V. MSAP Coordinators Training Update (getting everyone on the same page): Charli is asking that she knows how many instructors we have so she can get the New DVD to you, so everyone is teaching from the same curriculum. Terri Hairston suggested that the chapters burn the CD’s themselves, to save Charli’s budget since it is so small, for the chapters that don’t have anyway to do that Charli will burn them for you. Doc Ski & Charli worked on getting an AMA grant, they did give MSAP a $1,000 grant. Can not have any advertisements on the tri-fold, key chains or anything that is dealing with the MSAP program, because this is a safety program, not an advertisement program.
VI. Gaston, Charlotte, Alamance & Cabarrus/Rowan Chapters: Have their commissioners on board to have the amber alert signs display May Motorcycle Safety Month, Buncombe County goes to the commissioners next week
VII. Cutting Drivers Education from public school curriculum
a. What does this mean for the CBA/ABATE MSAP?
b. How will they maintain a uniform curriculum? Private schools have to use the same curriculum.
c. How will they enforce such a curriculum?
d. Will we still have access to private Drivers Education Programs?
e. Who is going to pay for this program: DOT or Department of Education? Need to go to Lobby day on May 19th & talk to our legislators. DOT started this program; they should have to keep paying for it. Larry Blankenship made a motion that the DOT should keep funding this program, 2nd by Doc Ski, passed.

- State Party – 8-10 October, Tamarack Marina, High Rock Lake near Salisbury. There’s a restaurant and store on premises. Entrance will be from noon Friday and we need to be out by noon on Sunday. Primitive camping only; can bring motor homes but no electricity in the area we’ll be using; the campground does have hook-ups in another section of the campground ($35 per night). We will provide portable toilets. There will be a voluntary donation of $10 for entrance. District Coordinators need to work on setting up security. Flyer will be forthcoming.

Central District: Robert Causey
- 10-April – 6th Annual Spoker Run – chapter bringing most riders will receive a plaque.
- Easyriders Bike Show – next weekend – will have a CBA booth. Chatham member (GB) provided entry tickets for members working the booth.
- South Piedmont has raffle (bobber, flat screen tv, restaurant certificate). 1-April is date for drawing; $10 each.

- 30-April thru 2-May – Eastern District Swap Meet at the Wilson Fairgrounds.

- Western District is looking at incorporating a motorcycle run in July of next year.

Randy Norris wanted to remind membership that when we vote on issues, it is the membership who votes and it is expected that membership will abide by the vote. The issue of back patches has once again come up and he said we have been through this twice already and he is not going to spend time on it again: membership voted there were to be no new chapter back patches produced/created. If we find out that chapter back patches are being made, then Randy will ask the membership to suspend that chapter’s charter until the problem is rectified. You are the ones who voted for this edict, so follow it.
Jim Everhart brought up an events road riding course – contact Davidson Community College if interested.
Cat told the membership about a website that Chatham and some other chapters have discovered for chapter product creation. If there’s no mark-up on the product, then there is no carrying the product or handling money by the chapter. For more information, go to cafepress.com.
